You are absolutely correct that 1818 marked the 13-stripes/1 star per state design. Additionally, there was a version of the flag with 15 stripes. In 1795 when VT and KY joined the Union, the a star and stripe was added for each. The "Star Spangled Banner" flag at Ft. McHenry had 15 stars and 15 stripes. It is not a folded over red stripe. Look at the number of people flying the flag (home and business) who don't even know they are doing it wrong.<BR/><BR/>The flag code states that, when displayed horizontally, the blue field shall be on the left. When flow vertically, the blue field shall be on the left. When flow out from a building or other object, the blue field shall be on the outer-most edge of the pole.<BR/><BR/>I have seen flags flown with the blue field on the right, on the bottom, and closest to the building (mailbox, etc.).
